Project Manager - I - Pipeline Integrity
Area of Interest:
The Engineering Project Manager (EPM) is responsible for managing integrity assessments performed using in-line inspection (ILI) to support the Transmission Integrity Management Plan (TIMP) for SoCalGas and SDG&E. The EPM ensures the assessments are conducted in compliance with industry guidelines, state and federal regulations, and Company procedures and policies. In addition, the EPM coordinates assessment-related activities between the Company and external stakeholders.
Manages the execution and documentation of tasks throughout the Pre-Assessment, Inspection, Direct Examination and Post Assessment steps of the integrity assessment process to ensure compliance with state and federal regulations, industry guidelines and Company standards. Some tasks throughout the process are time-sensitive. The EPM will manage multiple assessment projects at any given time and be required to develop work scopes and schedules, track budgets, and manage Company resources.
Research and evaluate available contractors and consultants. Prepare, negotiate and approve or recommend approval of contracts. Negotiate contracts changes.
Collaborates with ILI inspection vendors to communicate Company reporting requirements and submittal timeframes. Serves as the point of contact for receiving alignment data, preliminary and final reports and communicates reporting deficiencies to ILI vendors for revision and subsequent acceptance of final inspections.
Coordinates responses to inquiries and legal proceedings from regulatory agencies and/or external entities regarding tasks performed and decisions documented during an integrity assessment project.
Communicates the discovery of safety-related and/or immediate repair conditions to Company stakeholders (e.g. Gas Operations, Gas Control). Coordinates all required actions to safely address these conditions including communicating temporary operating pressure requirements, planning examination schedules and detailing direct examination requirements to validate reported pipeline anomalies.
Ensures the integration of assessment data and all related engineering evaluations into the High-Pressure Pipeline Database, Company's risk model and other elements of the TIMP following the conclusion of an ILI project.
Requires a Bachelor's in Engineering, Business and 5 or more years related experience in oil and gas operations or equivalent experience/training. Experience with management of integrity assessment projects (e.g. ILI, ECDA, pressure testing) is highly desired. Must also demonstrate strong organizational and planning skills.
Must demonstrate the ability to effectively communicate in oral, written and electronic forms to internal and external stakeholders.
Knowledge of state and federal regulations related to integrity management, operations and maintenance is highly desired.
Corrosion experience, NACE Certification (e.g., CP-1) and/or project management certification is highly desired.
Proficiency with Microsoft Office programs (i.e. Outlook, Project, Excel, Access, PowerPoint, Visio), SAP, PDMS and Maximo are highly desired.
