Chevron is accepting online applications for the position of Corp. PGPA (Policy, Government and Public Affairs) Legislative and Regulatory Analyst - Water and Waste Issues located in San Ramon, California through May 28, 2018 at 11:59 p.m. (Eastern Standard Time).


Corp PGPA Legislative and Regulatory Analyst (LRA) position works to identify, analyze, and develop company positions and advocacy strategies in support of a variety of environmental, operational and issues related to Chevrons upstream, midstream and downstream business segments. Environmental issues primarily relate to water and waste, while upstream issues span exploration, production and midstream activities. This position may provide supplementary support on other LRA issues, as needed.

Responsibilities for this position may include but are not limited to:

The position provides leadership, coordination and subject matter expertise to internal issue teams.

The Analyst works with representatives from Chevron operating companies, Technology, Law, Health, Environment & Safety and Policy, Government and Public Affairs functions.

The position interfaces with staff from peer companies, industry associations and other relevant external stakeholders.

The position requires excellent communication and writing skills, so as to describe complex concepts to non-technical and executive audiences, and must think and plan strategically, leading others to achieve timely, high quality results.

The work scope will require periodic travel to U.S. field locations, Houston, Sacramento and Washington D.C.

Required Qualifications:

Bachelors degree in engineering, science, or related public policy field.

Minimum 5 years combined experience with industry related water and waste policy issues, advocacy and external stakeholder relationship management.

Legislative Regulatory Analysis and Strategy

Demonstrated ability to analyze complex issues involving government policy, legislative and regulatory requirements and relate them to business strategy, plans and operations.

Possesses skills needed to reduce issues to core components and key business impacts.

Experienced working with other SMEs, business leaders, and others in developing company positions in response to issue and multiple-component advocacy approaches.

Facilitate advocacy strategy and execution among SMEs and advocates, including Corporate groups, PGPA, Operating Companies and Business Units.

Support internal teams, including Government Affairs Community of Practice and Legislative and Regulatory Affairs Team projects and processes.

Practiced in performing research to support issue analysis and advocacy.

Strategy Planning and Project Team Management

Demonstrated ability to lead project and issue teams through issue management work process, delivering consensus around work products and achieving schedule driven results.

Ability to build and promote teamwork and work with all levels of an organization.

Possesses skills needed to develop and take action on strategic plans, while anticipating and managing change.

Ability to foster excellent working relationships to motivate and lead internal and external multi-stakeholder groups to achieve desired results.

Support OEMS Stakeholder Engagement and Issues Management deployment and implementation.

Communication Skills and Experience

Directly support advocacy activities and efforts by providing written analyses, meeting memos, executive communications, and internal and external presentation materials.

Present and engage with executives to provide subject matter expertise in the development of corporate and business segment policy positions and messages.

Provide guidance and content for executive communication materials.

Prepare analyses and presentation materials for PGPA Management and Corporate Executives.

Excellent communication skills (written and oral) with ability to describe complex concepts to a non-technical audience.

Track record of responding to inquiries from government officials and others regarding company positions on issues.

Proficient networking skills within company, industry association committees and key government and public stakeholders.

Skilled in advocating company positions before legislators, regulators, trade associations and governmental organizations and third parties.

Advanced skill level in Microsoft Office software (e.g., PowerPoint).

Relocation Options:

Relocation may be considered within Chevron parameters.

Expatriate assignments will not be considered.
